Rosetta Stone Language Learning Available to IAM Members at Boeing
Your opportunity to learn a new language has arrived. Starting May 3, IAM represented employees may register to use RosettaStone® premier language-learning software at no cost and no impact to your Education Assistance (EA) funds. IAM/Boeing Joint Programs is excited to offer this highly respected learning tool.

Employees wishing to take advantage of this opportunity must contact an IAM/Boeing Joint Programs QTTP Career Advisor. Our Advisors will help you with registration and provide you with the required hardware and passwords. Employees can ‘pre-register’ with their Career Advisors starting April 23, and can begin using the program May 3.

IAM Secures Trade Adjustment Act  (TAA) Monies for Laid-off Western Star and Boeing Workers


Retraining monies are available under the Trade Adjustment Act (TAA) for both Western Star and Boeing workers affected by layoffs.

The Western Star petition decision was rendered granting TAA funding on February 11, 2009.  It is retroactive to January 21, 2008, and extends to February 11, 2011.  The reference number is #64591.

The Boeing petition certification date is October 19, 2009.  It is based on those impacted May 22, 2008 and later, and expires October 19, 2011.

For assistance with Trade Act and Unemployment Insurance benefits, contact the Trade Act case managers at 1-877-639-7700.  For Unemployment Insurance, contact Dave Carpenter's staff at 1-800-436-6191.  They will assist you, as well as coordinate between Oregon and Washington state, if Washington is your state of residence.

If you have been laid off not of your own accord for seven or more days during the periods affected by the Trade Act certifications, please contact the above numbers, even if you are still not completely laid off.

The Health Coverage Tax Credit (HCTC)
Congress created the HCTC Program as part of the Trade Adjustment Assistance Reform Act of 2002.  It was established to assist with the cost of health care for eligible individuals.

Due to recent changes, the HCTC now pays a greater portion of health coverage costs.  The tax credit has increased from paying 65% to 80% of qualified health insurance premiums.

Individuals may be able to receive HCTC if they are:

1.  Trade Affected (as certified by the US Department of Labor)
          ~TAA or Trade Adjustment Assistance: Benefits for individuals who have lost their jobs due to foreign trade
          ~ATAA/RTAA or Alternative/Reemployment Trade Adjustment Assistance: Benefits for trade-affected individuals 50 or older who accept reemployment at a lower wage

2.  A Pension Benefit Guaranty Corporation (PBGC) recipient

Individuals must also meet other general requirements such as:

~Not being enrolled in Medicare
~ Not claimed as a dependent on another person's Federal tax return

Labor Department Posts Dedicated COBRA Web Page
The Department of Labor announced Feb. 26 a dedicated Web page to help employers, workers, and their families understand the Consolidated Omnibus Budget Reconciliation Act stimulus provisions under the American Recovery and Reinvestment Act (Pub. L. No. 111-5). 

ARRA included changes to COBRA to continue employer-sponsored health coverage for individuals who have lost their jobs through involuntary termination.

ARRA, signed by President Obama Feb. 17, includes a 65 percent subsidy for the cost of health care continuation coverage for up to nine months for eligible individuals, according to the conference agreement on the act (30 DLR A-9, 2/18/09). The health premium subsidy is provided only with respect to involuntary terminations that occur on or after Sept. 1, 2008, and before Jan. 1, 2010. 

The department is actively working to issue additional guidance regarding the COBRA premium reductions, according to the Web site. DOL's COBRA Web site may be accessed at http://www.dol.gov/ebsa/cobra.html.
